Public Sector organizations have an equally difficult time as they try to cope with the changes in the environment, serve an increasingly demanding public and forge the development of the State and the Nation. Thus top management consider setting strategy as their most valuable consideration.

Hamel and Prahalad have convincingly put forward their view that strategy is not just about matching resources with opportunities, but also to set goals which ‘stretch’ an organization beyond what most of its managers believe is possible.
